A: Losing the flab (which is just extra fat) and at the same time building bigger arms or otherwise gaining muscle is tricky. The reason is that it's by far easiest to lose fat while losing overall weight, but it's easiest to build muscle only while gaining weight. Good news is that for a beginner like yourself a conservative weight loss program (slow gradual loss of maybe 10 pounds or so over the course of several months -- the slower the better) will allow you to both lose some flab and build some muscle. After that initial period when you can work on both your goals you'd probably be best advised to focus on one or the other and adjust your diet accordingly.
So, to begin with, start by reading my Nutrition and Weight Training articles. These two articles will provide you will most of the knowledge you'll need to lose fat and build muscle. Once you understand everything in the articles, fill out my Fitness Guide specifying 'Lose Fat' or as your goal -- that will give you a starting training program and diet which you'll then need to adjust to your specific tastes and preferences. Stay on that program for a few months and aim to very slowly lose weight. As I said, you should find that initially you are able to build muscle (and get those bigger arms) even while losing the flab.
Unfortunately sooner or later this easy progress of both losing flab and building muscle will come to an end. At that point you'll decide how to proceed. But until then do what I outlined. Good luck!
