Going back to your original question, the kind of weight lifting that you'll truly benefit from is for your whole body, including legs and back, and is fairly intense. Typically, people say 'toning weighttraining' when they mean some light upper body/arm work using 20+ rep sets. That kind of weightlifting will help you some, but certainly not nearly as much as whole-body 6-12 rep/set programs of the kind I give in the weighttraining article.

So I will answer your question like this: 'Yes, you might be able to lose your man boobs by cardio and light weighttraining, but it's not the fastest or the most efficient way of doing so'. Whichever way you chose to exercise, however, is much better than not exercising at all!
